- First day to absentee vote in person (at County Clerk’s Counter) – Tuesday, September 24, 2024
- Last day to register to vote – Wednesday, October 9, 2024 at 5:00 p.m.
- Last day to request absentee ballot by mail – Wednesday, October 23, 2024 at 5:00 p.m.
- Extended office hours for walk in absentee voting – Saturday, November 2, 2024 8:00 a.m. – 12:00 p.m.
- Last day to absentee vote in person – Monday, November 4, 2024 by 5:00 p.m.
The Voting Process
Every voter has a right to participate in the voting process.
As a registered Missouri Voter, you have a right to:
- Cast your ballot free from interference in a private and secret manner unless assistance is requested;
- View written instructions on how to obtain a ballot for voting, how to vote and prepare the ballot for deposit in the ballot box;
- Ask for and receive further instructions from election judges concerning the manner of voting;
- View a sample ballot in the polling place before voting;

- Polls open at 6:00 A.M. and close at 7:00 P.M. on Election Day
- Cast a vote if you are in line before the polls are closed at 7:00 P.M.
- Ask to have the election judges or person of your choice assist you in voting if you cannot read, are blind, or have any other physical disability and cannot vote your ballot; request curbside voting for a more accessible polling location if needed;
- Receive another ballot if your ballot is accidentally spoiled or you make an error;
- Vote on statewide candidates and issues and federal candidates by provisional ballot if the election judges or the election authority cannot determine your registration status;
- Vote by absentee ballot when permitted by law;
- File a grievance with the Secretary of State’s Office if your rights under the Help America Vote Act, Title III, have been violated.
- The unofficial results for the election are posted on the web site after 7:00 P.M. on Election Night. The Official Results cannot be posted until a Certification Team has verified the count to be correct. This is usually available the following Tuesday after the election due to some possible Military Ballots coming in after the election.

ACCEPTABLE FORMS OF VOTER ID
Show one of the forms of acceptable identification and sign the poll pad to obtain your ballot:
- A non-expired Missouri driver or non-driver license;
- A non-expired military ID, including a veteran’s ID card;
- A non-expired United States passport; or
- Another photo ID issued by the United States or the state of Missouri which is either not expired or expired after the date of the most recent general election.
- If you do not possess any of these forms of identification, but are a registered voter, you may cast a provisional ballot.
Your provisional ballot will count if: (1) you return to your polling place on Election Day with a photo ID; or (2) the signature on your provisional ballot envelope is determined by your local election authority to match the signature on your voter registration record. If you cast a provisional ballot, you will receive a stub from your provisional ballot envelope with instructions on how to verify that your provisional ballot is counted.
How do I get a free photo ID?
If you do not possess an acceptable form of photo ID, you might be eligible for a free Missouri non driver license for voting purposes.
The Missouri Department of Revenue, through the license offices throughout the state, provides one (1) non-driver license at no charge to Missourians who wish to obtain a photo ID for voting purposes (and do not already have one).

The Missouri Department of Health and Senior Services, Bureau of Vital Records, can provide one (1) fee exempt copy of a certified Missouri birth certificate to an individual seeking to obtain one (1) free non-driver’s license in order to vote in Missouri if the applicant does not already have a current non-driver’s license or current driver’s license.

The Missouri Secretary of State will help you obtain official documents needed to get a Missouri non-driver license. Examples include birth certificate; marriage license; adoption decree; U.S. Department of State naturalization papers; or court order changing one’s name. We will pay for official documents from other states or the federal government.

During the two weeks prior to the election, you may vote a no-excuse absentee ballot in person at the County Clerk’s office. When voting an absentee ballot in person, you must show an acceptable form of photo ID. In person absentee voters are not eligible for a provisional ballot.
You may vote an absentee ballot by mail or in person at the Carroll County Clerk’s Office starting six weeks before Election Day if one of the following applies:
- Absent on Election Day from the jurisdiction in which you are registered;
- Incapacity or confinement due to illness or physical disability, including a person who is primarily responsible for the physical care of a person who is incapacitated or confined due to illness or disability;
- Religious belief or practice;
- Employment as an election judge;
- Incarceration provided all qualifications for voting are retained
Absentee ballots may be cast beginning 6 weeks prior to the election date. The deadline for absentee voting in the County Clerk’s Office is 5:00 P.M. on the day before the election. We are open at the Carroll County Courthouse Monday – Friday 8:30 A.M. to 4:30 P.M. including through the lunch time for absentee voting and the Saturday before the election from 8:00 A.M. until 12:00 P.M.
Absentee ballots may be requested by mail by filling out the Absentee Ballot Request Form and mailing it to the County Clerk’s Office. You must reapply for a new ballot before each election.
If you registered by mail and this is your first time voting, you must provide a copy of either: (1) an ID issued by the Federal Government, state of Missouri, or a local election authority; (2) ID issued by a Missouri institution (public or private) of higher education; or (3) a current utility bill, bank statement, paycheck, government check or other government document that contains your name and address.
Absentee Ballots include a postage-paid envelope. A ballot may also be hand carried into the County Clerk’s Office until 7:00 P.M. on Election Day. Either the voter, or a relative with the second degree (parent, spouse, child, grandparent, grandchild, brother, sister, mother-in-law, father-in-law, sister-in-law, brother in-law) may return the ballot.
- Absentee Ballots requested by persons unable to vote at the polls due to absence from the county on Election Day are required to be notarized.
- Absentee Ballots requested by persons being prevented to vote at the polls due to illness or disability are not required to be notarized.
- By state statute no one can be charged a fee for having a ballot notarized (RSMo 115.283)
- Written request for an Absentee Ballot must be received in the County Clerk’s Office no later than 5:00 P.M. the Wednesday before any election. Application links can be found in the section above. After completing the application, return it to the County Clerk’s Office by mail, fax it to 660-542-0621 or email it to elections@carrollcomo.org.
You and your caregiver can request to be put on a list to receive your ballots by mail. You may call our office to receive an application or download it below. You will need to complete it and return it to our office. You will be placed on a list and will automatically be sent an Absentee Ballot Application before each election in which you are entitled to vote. You will then need to sign and return the application if you wish to receive your ballot for that election.
You may request a Registration Application and Absentee Ballot Request – Federal Post Card Application from your commanding officer or download the Federal Post Card online at the Federal Voting Assistance Program website. A new request must be submitted for each election cycle. An election cycle is not necessarily one calendar year. The March Presidential Primary is one election cycle. The April General Municipal Election is another election cycle. The August Primary and November General are considered one election cycle. To vote on all ballot issues, you must be a registered voter in Carroll County.
The Affidavit Envelope does not have to be notarized for anyone requesting an absentee ballot when you are a registrant who resides outside the boundaries of the United States, or who is in active duty, or a dependent of one who is on active duty, with the armed forces of the United States.
If you are a college student, attending school in another county or state, you are still eligible to vote on Carroll County issues. If you are unable to come to your hometown to vote at your regular polling place, it is your responsibility to request an absentee ballot.
